DoD Best Practices Clearinghouse: Promoting Adoption and Effective Implementation

Have you ever been told that you need to implement a "best" practice or avoid mistakes others made before you? Have you ever needed more information to understand how to implement a best practice? Many programs are aware of best practices, but do not choose to implement them for various reasons, including: there is no basis for selecting specific practices, proof of effectiveness is unknown, the connection between practices and specific program risks or issues is not clear, Return On Investment (ROI) is not well understood, and implementation guidance is inadequate. This presentation discusses the vision and underlying technical concepts for the Office of the Secretary of Defense (OSD) Best Practices Clearinghouse initiative. The main objectives of the Clearinghouse are to provide validated practice information, leverage existing best practices and centralize access to them, capture practice characteristics (cost, benefits, latency, program context), provide step-wise implementation guidance, and track and measure practice implementation results.
