"Emerging Trends with IT Acquisition in DOD"

In February 2009 the Secretary of Defense announced the need for change within the DoD acquisition process and stated the process is becoming more and more "baroque" and there is a need to embrace new concepts across the spectrum of the DoD acquisition environment; from defining requirements to adopting modern practices and their associated enabling tools such as Earned Value Management. In October 2009 President Obama signed NDAA2010 directing DoD to implement an alternate acquisition process for rapidly acquiring IT capabilities and establishing meaningful metrics. This results in change to existing processes and is currently being defined within the Office of the Secretary of Defense.
This will impact programs in the not-so-distant future and we need to be ready and understand what changes are being recommended. This presentation highlights some of the recommended changes, an introduction to the NDAA 2010, and some efforts underway to support this change.
