Twenty years ago, Ivy Hooks wrote a milestone paper: “Why Johnny Can’t Write Requirements”. Today, government and industry still struggle with the requirement processes, poor quality requirements, and resulting project overruns in cost and schedule. This presentation will discuss what has and has not changed in the past 20 years. It will also address what can be done to improve requirements and the acquisition of products and services by the DOD. New topics include:
