This tutorial shows how to add technical performance or quality to Earned Value Management (EVM) by using Systems Engineering (SE) standards and Capability Maturity Model Integration (CMMI®)-specific practices as a framework for process improvement. The guidance is consistent with the Defense Acquisition Guide and other DoD guides.
You will learn techniques to ensure that the success criteria for the technical baselines (functional, allocated, product) are traceable from the Integrated Master Plan (IMP) to the Integrated Master Schedule (IMS) to the work packages. Consequently, Earned Value (EV) can be based on objective progress towards meeting the criteria, meeting Technical Performance Measure (TPM) planned values, and meeting entry and exit criteria for technical reviews. The following topics will also be discussed and illustrated with best practices, examples, and useful templates: monitoring technical performance with meaningful variance analysis, planning and measuring rework, accounting for deferred functionality, applying Agile methods with EVM discipline, and credible estimates at completion.
