MAJ Paul McCullough was first assigned to the 235th Base Support Battalion at Ansbach, Germany as the Operations Officer. He transferred to the First Infantry Division where he was Class III/V Platoon Leader, Company Executive Officer, Assistant Support Operations Officer, and Armament/ Electrical Platoon Leader in an Aviation Intermediate Maintenance Company (AVIM).

MAJ McCullough later served at Fort Lee, VA, as a Company Commander, for B Co, 266th QM Bn and as a Combat Developer for the Movement Tracking System (MTS) and Battle Command Sustainment Support System (BCS3). He served in Iraq as a Logistics Officer on a Special Police Transition Team (SPTT). After transferring to Ft. Monmouth, NJ, he served in Future Combat Systems (FCS) as the Assistant Product Manager (APM) for Intelligence, Surveillance, and Reconnaissance (ISR). He is currently serving in FCS as the APM for Software Integration.

MAJ McCullough earned many decorations including the Meritorious Service Medal and the Combat Action Badge and the Honorable Order of St. Martin. He was commissioned as a Distinguished Military Graduate from King’s College in Wilkes-Barre, PA. He is an honor graduate of the Quartermaster Officer Basic Course, the Combined Logistics Captains’ Career Course, the Acquisition Basic Course, and the Intermediate Contracting Course. He received a BS in Management Information Systems (MIS) and an MS in MIS from the University of Maryland.

This paper takes a brief look at the genesis of the FCS program, the network requirements that arose from its development, and how they are satisfied with the implementation of the System of Systems Common Operating Environment.
