Dr. Robert Cloutier

Associate Professor of Systems Engineering
Stevens Institute of Technology


Dr. Robert Cloutier has over 20 years industry experience prior to moving to academia. His current responsibilities include Co-PI for a Systems Engineering Research Center task investigating the creation of visual Concept of Operations and teaching systems architecture and modeling. His primary research interests include model-based systems engineering and architecting of complex systems and extended enterprises using formal modeling language; development and use of reference architectures; systems engineering patterns; and managing system architecture.

Dr Cloutier has authored and presented workshops on topics such as SOA for Systems Engineering, Architecture Thinking, and Systems Architecture in the U.S., Europe, and Asia. He is an active participant in the INCOSE Model-Based Systems Engineering (MBSE) Challenge and the Architecture Working group. Recently he was awarded the Alexander Crombie Humphries Distinguished Associate Professor Teaching Award for the 2009-2010 academic year at Stevens Institute. He is widely published in peer reviewed journals and book chapters.

Prior to moving to academia, he worked at Lockheed Martin, Omicron Consulting, and Boeing Helicopters. He holds a BS from the U.S. Naval Academy, and MBA from Eastern University, and a PhD in Systems Engineering from Stevens Institute of Technology.

'Evolutionary Capabilities Developed and Fielded in Zero to Nine Months'

The DoD is facing challenges to rapidly deploy operational capabilities in complex environments where bridging legacy and new technologies are key to success. The challenges arise as a result of diminishing budgets and the need for new capabilities to operate in war environments, including the global war on terrorism. To balance this imperative need with rapid response, we found that our developed Agile life-cycle paradigm was a viable solution to meet challenges brought about by changes in the environment. This article demonstrates how a DoD program used an Agile approach throughout every phase of the program’s life cycle to rapidly field capabilities.
