| DESCRIPTION: The Department of Defense (DoD) Enterprise Software Initiative (ESI) is a joint project designed to implement software asset management within the DoD. By pooling commercial software requirements and presenting a single negotiating position to leading software vendors, the project also provides pricing advantages not otherwise available to individual services and agencies. Significant cost avoidance has been documented, allowing for increased DoD expenditures in other mission areas. Currently, 16 brand name commercial software products are offered through 23 different agreements - at 10 percent to 83 percent off GSA pricing. Over 90 personnel from 28 different DoD services and agencies make up the DoD Enterprise Software Initiative Team. Agreement negotiations and contracting actions are performed by Information Technology (IT) acquisition and contracting professionals in participating DoD services and agencies, operating as "Software Product Managers". The ESI Steering Group, led by the Deputy CIO, DoD, provides project oversight, and the project is endorsed by the DoD Business Initiative Council. |
